Type A General-Law 
Sandy Oaks is a Type A General-Law municipality operating under a Council-City Administrator form of government. The Mayor and City Council establish policies and enact legislation.

Responsibilities
• Executes directives and policies adopted by the Mayor and City Council
• Lead an established staff of seventeen across six City departments: City Secretary and Municipal Court Clerk), Police (Chief, Lieutenant, Captain, Detective, and three Patrol Officers), Code Enforcement (Code Official), Public Works (Director and two staff), Animal Control (two Officers and a Kennel Technician), and the Community Center (Supervisor) and oversee recruiting and hiring
• Prepare and monitor the City’s $1.36M annual budget for Council consideration
• Direct daily operations
• Monitor all City services contracts

Career
Dr. Jamaine Johnson is the City Administrator for the City of Sandy Oaks, Texas, currently serving in an interim capacity since January 22, 2026.
He previously held the following positions:
• Court Clerk and Permit Technician, City of Kirby, Texas (March 2025 to January 2026)
• Executive Intern, City of Shavano Park, Texas (January 2025 to March 2025)
• Senior Logistician, United States Marine Corps, meritoriously promoted to Corporal and Staff Sergeant, retired as Gunnery Sergeant (January 2001 to August 2021)

The City of Sandy Oaks has accomplished the following during Dr. Johnson's tenure as Interim City Administrator:
• Grand Total Net Taxable Value of all properties rose from $268,282,943 (2025) to $271,668,193 (2026) = 1.3% Growth
• Brokered an asphalt level-up and pothole repair project with the TxDOT at the Interstate 37, Priest Road, and Mathis Road South, extending service life 2 years
• Animal Control Section advanced citywide population control for 100 cats by securing a Best Friends Animal Society Grant spay/neuter and trap-neuter-return (TNR) program
• Improved nighttime safety by partnering with CPS Energy for the installation of 13 solar-powered City streetlights

Personal
A native of Midland, Texas, Dr. Johnson has been married to his wife, Irene, for 13 years. They have two children, Gabriella and Gabriel. He has held a local minister license with the United Pentecostal Church International for 3 years and serves at Hope Center Church in San Antonio, Texas.
