Sandy Oaks is a Type A General-Law municipality operating under a Council-Manager form of government. The Mayor and City Council establish policies and enact legislation, while the City Administrator executes these directives, provides organizational leadership, and oversees daily city operations including budgeting, contracts, policy implementation, and initiatives.
Career
Dr. Jamaine Johnson has served as Interim City Administrator for the City of Sandy Oaks, Texas, since (January 22, 2026). Prior to his current appointment, he served as a Court and Permit Clerk for the City of Kirby, Texas (March 2025–January 2026); Executive Intern with the City of Shavano Park, Texas (January 2025-March 2025); and a Senior Logistician in the United States Marine Corps (January 2001-August 2021).
Education
He holds a Doctor of Strategic Leadership from Liberty University in Lynchburg, Virginia (March 2024), a Master of Science in Organizational Leadership from National University in La Jolla, California (May 2021), and a Bachelor of Science in Psychology from Campbell University in Buies Creek, North Carolina (May 2018).

He is a member of the Texas City Management Association and the Texas Municipal League.
Personal
A native of Midland, Texas, Dr. Johnson has been married to his wife, Irene, since (February 2013). They have two children, Gabriella and Gabriel. He has held a local minister license with the United Pentecostal Church International since (September 2022) and serves at Hope Center Church in San Antonio, Texas.
